On the other hand the game being released doesn't mean an end to future content, just that a stable foundation has presumably been set for said content both official and unofficial in the form of mods. This means that some gameplay elements like diplomacy and quest diversity will still be pretty threadbare on release.

Possibly there's a more advanced version that will be made the release version with some added elements, but given the developers glacial development pace it doesn't seem likely that there will be much 'new' between the version now and then.
